Reform has many forms



REFORM has many forms
Negligent fantasies of REFORM; bereft as they are in structured and calculated routes from thoroughly analysed and understood failures in situ, will not succeed. Those dreams will also never facilitate the sustenance of desired SYSTEM CONDITIONS. 

Reform is no push button affair, nor a few keyboard character strokes type of thing. It requires UNIQUE PROCESSES that fully appreciate the point; for every action there is a corresponding reaction - that might be equal or even unequal. Every slap or punch does not lead to a retreat or a knockout. At times it means emboldened misbehaviour no matter the initial intent to rightfully discipline, as every situation is not the same.

On those points…

Zimbabwe is unique in as much as Ethopia is; the history, the present and their futures. The weight on the feet to make steps of progress is unique for Zimbabwe no matter it is ED, Chamisa or Khupe that is leading the steps.  The stickiness of the clay you step out off, the winds of resistance and distraction the feet pass through, and the grounds to step ahead into are all different. That must be understood! Reform is not an instant gratification exercise! Reform is according to the nature of the environment and needs strategic awareness of three key things.



TACT, TIME & TIMING.

These, have not been addressed and these need to be addressed! If one is being meaningful, they just have to! Ungazvipiringisha!



I always ask these questions first; whose answers are the major foundation of strategy. Do Zimbabweans and does Zimbabwe know what it is and where it is situationally? What it has and has not, how it can and cannot, why it should or should not, when and which way if it should act someway? Simply put, SWOT (strengths, weaknesses, opportunities and threats). This will tell you we are not Ethopia, we are not America and will also serve to show that many of us have previously been uninformed or are ‘half-half’ informed Zimbabweans!

Let us take a field trip abroad to the lands that some favour as exemplary actors in politics and economics on behalf of their own citizens and even ours. We land in the U.S of A and maybe a kingdom claimed to be united!

Remember TACT, TIME & TIMING! Tisakanganwe!

Now to the list below.

Gun control

abortion rights,

affordable healthcare,

abolition of slavery,

BREXIT,

immigration control,

civil rights,

equality,

same sex rights

etc.

The list can go further and you will know pertinent REFORMS to these key elements of those ‘perpetual democracies and economies’ were not 10 or 11 months affairs! They needed TACT! They needed TIME!!!! They needed TIMING! They still need these!

Why?

Powerful interest is not addressed from and defeated by keyboard strokes. Powerful interest is not dismissed or dislodged by oratory brilliance! It needs a chess strategy with “check-mate!” expected and accepted to arrive beyond numerous thought-out moves characterised by TACT, TIME & TIMING! 
Corruption is no pushover, monopolies are no pushovers, land barons are no pushovers, international rogue investors are no pushovers, competing and siding world powers are no pushovers, banking sector is no pushover, citizen cultures are no push over! SYSTEM RECONFIGURATION has a threat of instability or even total system failure! Because you have to check out and be able to deal with the readiness or unreadiness for change or loss of benefit by those involved. FACT!

When you understand forces within and upon a country, (kunyatso understander = kunzwisisa) and their direction and magnitudes against or with each other, then you will know what REAL POWER is, WHERE it is and WHO HAS IT! You will understand what they need or already have in TACT, when they can and cannot as they guage their TIMING, and how long it will likely take them in TIME. Huchi nemukaka mangwana chaiye? You will also realise Ethopian power was not easily shifted but had actually never resided in some of these people. Ongororai daddy for a fuller ongororo!

We just have to also query the following amongst ourselves. 
Have we calculatedly moved? Or are we unfortunate we have not yet arrived on a journey just started? Is the inertia in our system carried by the force forward? How much harvest is expected or acceptable a few days after planting? Imika imi! Seasons and the seasonality of impatience! Mangai embeu yechibage anenzara huru mberi!



Of the germinating seed that was providing no fruit…



Is ‘Catch and release’ (as some call it) a sign of a worsening situation or a sign germination of reform is here? Mugabe aisunga ani weZanu? Who has had a presidential pardon? Who has previously had a televised opportunity to battle for power? Nothing has changed handiti?



When things are not enough yet enough for the moment.

We have to wake up and accept the viable arrests we can make against the progression of powerful interest, especially when it holds system power and the ability to wreck havoc in it. ED knows this system and its players. He knew Mugabe and that is why he succeeded against him. TACT + TIME + TIMING! There are ways to deal with this and some deals might have to be done.

Willingness for reform might be obscured by the ticking of the watched clock as one knows haisati yaibva. We have to accept corruption is deep into many, ZANU, MDC and individuals paying and receiving undue payments to facilitate things. That cultural shift requires a lot of destruction of little chiefdoms built before and being started by those thought to be fresh blood. Mitemo iri kungotyorwa kwese kwese nadzo mviro mviro dzemhanza.



We are yet to understand where we are and some don’t even understand themselves to the point they can’t ascertain how they would wear the other’s shoes. Bullet trains are fast and bring the most convenience. They however require that the terrain of the lines the trains run or float over are well mastered. As painful as it might sound, we need to study why the economic actors are acting as they do. We need to think how favourable they would act in all scenarios of persons and conditions. We need to not think that political reform will just be straight forward and positively perceived plus adopted by key players. We need to ascertain control with the reform not reform with no control. A crashing bullet train makes for a tragedy. Remember the land reform programme? Remember TACT, TIME & TIMING? Kumhanya hakusi kusvika.


I appreciate how much any reformist has to deal with, and let us be clear on the probable consequences of their TACT, TIME & TIMING.
